How many international federations are there?

International Sport Federations, or simply International Federations (IFs), are responsible for a given sport globally. Under the World Anti-Doping Code (Code), IFs are required to carry out the following anti-doping activities:

  • Conduct testing at their competitions and out-of-competition
  • Provide education programs
  • Sanction those who commit Anti-Doping Rule Violations (ADRVs)

The International Olympic Committee (IOC) recognizes IFs regrouped under the umbrella of three associations, namely the Association of Summer Olympic International Federations (ASOIF), the Association of International Olympic Winter Sports Federations (AIOWF) and the Association of IOC Recognized International Sports Federations (ARISF).

The sports within the Paralympic Movement are governed either by the International Paralympic Committee (IPC) serving as the IF, by an IF that also falls under the Olympic Movement (an IF that governs disciplines for both athletes with a disability and without) or an independent IF that governs the particular sport for athletes with a disability. The IPC also recognizes a number of IFs that are not part of the Paralympic Games but that are Code signatories.

Finally, there are a number of IFs that have not been formally recognized by the Olympic and Paralympic Movements but that are Code signatories.

In order to further promote independence and transparency of their anti-doping activities, several IFs have created anti-doping or integrity units that are governed independently of the IF.

  • Athletics Integrity Unit – responsible for anti-doping on behalf of World Athletics
  • International Tennis Integrity Agency – responsible for anti-doping on behalf of the International Tennis Federation (ITF)
  • Biathlon Integrity Unit – responsible for anti-doping on behalf of the International Biathlon Union (IBU)

Other IFs have opted to have all or parts of their anti-doping programs managed by a third-party organization or service provider. The International Olympic Committee (IOC) created the International Testing Agency (ITA) to help IFs, as well as Major Event Organizations (MEOs), manage their anti-doping programs.

The GAISF is the umbrella Federation that assembles both Olympic and non-Olympic international sports federations as well as organisers of international sporting events. The mission of the GAISF is to UNITE and SUPPORT its members in the co-ordination and protection of their common aims and interests, while conserving and respecting their autonomy. The GAISF members benefit from various services which support an ethical and socially responsible sports movement that adheres to principles of good governance and sustainability. The GAISF encourages and facilitates knowledge sharing among members and provides expertise in relevant areas such as anti-doping, social responsibility, integrity, digital media.

By establishing various multi-sports games that group together similar sports, the GAISF aim to promote its members and increase their visibility. As an organisation, the GAISF identifies with the key values of neutrality, transparency and accountability while promoting sport’s ability to contribute to positive change in communities.

The Global Association of International Sports Federations (GAISF) is the overarching organization composed of autonomous and independent International Sports Federations and other international sport and event-related organizations. FICS is an associate member of GAISF and supports their members through partnerships. FICS organizes volunteer qualified sports chiropractors to provide care to all athletes and accredited officials at the World Games, CSIT, GAISF World Games, and multiple International Federation world championships and other events. The International World Games Association (IWGA) is an important partner with FICS.  Dr Brian Nook was appointed a member of the IWGA Medical & Anti-doping Commission in November 2021.  This is a first for FICS to have a member on a medical commission of the IWGA and a multi-sport event.

This medical commission has the responsibility to organize and oversee the delivery of all medical services and anti-doping for each World Games.  The inclusion of FICS and one of their members on medical commissions has been a goal for further inclusion in the world of sports.

IWGA was founded in 1980,is the sole administrator of The World Games, an 11-day global multi-sport event held every 4 years.  IWGA is recognised and supported by the International Olympic Committee (IOC) and comprises 39 International Sports Federations.  The organisation was founded with the goal ‘to strengthen the bonds of friendship between International Sports Federations and to promote excellence in sport. For that purpose, to promote and coordinate World Championships and other competitions into an international, modern, multisport festival called World Games, to be organized at regular intervals.
