The interests of central SOEs are regarded as automatically defended and promoted by the government.
Because central SOE's are party members, they either have an automatic seat in policy making or are part of a guanxi network linked to state officials who have access to financial resources. As a result, they have an easier time overcoming government indifference, building trust, and compensating for institutional uncertainty. Therefore, there is little incentive for the heads of central SOEs to risk their political careers to push for new or different ideas and policies.
Central SOEs are incidental beneficiaries as ministries negotiate over, bargain for, and make elaborate deals among themselves on behalf of these national champions.
Central SOEs benefit from the protection of ministries through business associations that were originally created by official institutions. With the protection of such government agencies, central SOEs do not have to be active in promoting their own interests or ideas. Soft budget constraints
